I believe the hat and outfit on this carved and painted fellow is Colonial era American

Thus, it feels more as if carrying a message of good citizenship and friendship, which is certainly more within one's control! It seems there have been multiple iterations of good luck horseshoes of a similar ilk, but I believe this is an early one, late 19th very early 20th c, painted cast iron I believe, gold
